Anmore and Port Moody - Sewer

Follow up on my March 3, 2009 posted regarding Anmore to hook up to Port Moody Sewer - tbd..

As promised in that post I have contacted both Port Moody Mayor Joe Trasolini, and Port Moody City Manager, Gaetan Royer. Mr. Trasolini spoke at lenght with me regarding sewer hook up, Police service, Fire Service, user fees, and history of the Anmore / Port Moody relationship. Mr. Royer did respond by email and we have now set up a time to meet face to face.

Below is a summary of just a few points regarding my communication with Port Moody.

Years ago, Port Moody provided a water connection to Anmore. The new reservoir in Heritage Woods, the pumping station on Chestnut Way and our water mains have been up-sized at the city’s cost to carry that volume of water. I am told that reciprocity of services was promised back when that took place but it never materialized.

More recently, as Port Moody’s Rec Centre Expansion and Renovation was progressing, Port Moody (Council to Council) approached the villages with a simple concept: an offered shared governance of our parks & recreation services. Port Moody Council did not present a firm plan (or a take-it-or-leave-it offer as was said later). Council offered to initiate discussion about how the three jurisdictions could team up to create a joint Parks & Recreation Commission. They shared copies of the constitutions of:

· North Vancouver Parks & Recreation Commission (City of North Van and District of North Van),
· Ridge Meadows Parks & Recreation Commission (cities of Maple Ridge and Pitt Meadows), and
· the North Shore Emergency Preparedness partnership (the two North Van municipalities + West Van)

Based on a Council resolution, Mayor Trasolini explained that we were open to joint governance of Parks & Recreation and that Port Moody would consider any other models of cooperation in place in other parts of BC and Canada. The answer from both Anmore and Belcarra was that there was no interest in opening any such discussions. Later, Anmore’s position has been that it was developing its own Community Centre so that it would gain “reciprocal service” status. As we all know, the Anmore residents turned down the borrowing referendum for the Community Centre.

Regarding Anmore Green Estates,
Port Moody Council heard the strata representatives as a delegation in June 2007. Council was very sympathetic to their problem, but asked them to forward their request through Anmore Council.

It would be quite extraordinary for a municipality to extend services outside its boundaries without first having an arrangement with its neighbour.

This triggered the requirement for Anmore to join the Greater Vancouver Sewerage and Drainage District
. The sewage would come through Port Moody pipes, wells, macerators and pumping stations but, ultimately, all sewage goes to the GVS&DD’s Anacis Island facility. Anmore has yet to formalize an agreement with GVS&DD.

In addition, Anmore has yet to approach Port Moody to enter into an agreement for use of their system. Anticipating that Anmore might send Port Moody a request, Port Moody has written to Anmore to explain that an engineer would have to certify the capacity of our system to make sure it was sized and designed appropriately. Anmore would have to pay for that engineering study. Port Moody is still waiting for a reply.

Assuming that Anmore gets these hurdles out of the way, Port Moody’s position on extending further services is that it should not be done piece-meal. The availability of a sewer system would put even more pressure on sub-division and development in Anmore. This in turn would put more pressure on Port Moody roads, Library, Arena, Gymnasium, policing, etc.

A few questions / comments:

Will Anmore move ahead with the Sewer hook-up for Anmore Greens only? or for the entire Village? - initial engineering report initial budget $70,000

It looks like the bigger infrastructure agreement (as per Port Moody discussions) would need to be in place - initial proposed budget $1,000,000

I hate to bring up money again, but has Anmore included this in our annual budget?

Has money been set aside or will our property taxes go up to cover these costs?

I think it’s real simple. We get all the issues on the table including the money, and determine if this is feasible.

It seems prudent to do this prior to changing the by-law and rezoning the property in question.

Or we can put our heads in the sand and hope “things” will work out… LOL

    Will Anmore move ahead with the Sewer hook-up for Anmore Greens only? or for the entire Village? - initial engineering report initial budget $70,000

    That’s for a sewer hookup for Anmore Green alone? Which engineer stated this? Hired by who? Port moody or SD43 ?
