2.0 URBAN and RURAL AREAS
(proposed regional land use designations)

The allocation of Urban and Rural areas in the preliminary draft of the Regional Growth Strategy is based on the Livable Region Strategic Plan (LRSP) and includes all lands located outside of the LRSP Green Zone (as defined by municipal Regional Context Statements). The Green Zone is an existing designation in the LRSP and the Conservation / Recreation and Agricultural designations are considered in a separate section of this document. Identifying Urban and Rural areas takes into consideration general land use planning criteria, as well as specific municipal land use designations and policies established by each municipality’s Official Community Plan.

2.1 Urban Area Guidelines

The intent in establishing an Urban area is to advance compact region objectives and set clear expectations of the extent of urban development in the plan period. The Urban area will provide sufficient land capacity to accommodate projected growth beyond the year 2040, and will provide a basis for long term transportation and infrastructure planning.

The following guidelines directed land allocations for the RGS Urban area:

Sufficient urban land area and development capacity to accommodate projected growth beyond the year 2040.

Lands that are not designated as Green Zone in municipal Regional Context Statements.

Lands that are within the Greater Vancouver Sewer and Drainage District designated Sewerage Area (there are some minor exceptions).

Lands that are currently or have been identified by municipal plans as areas for urban development.

Lands that reinforce a geographically contiguous urban footprint of existing and planned urban development areas. A contiguous urban footprint facilitates compact forms of development, efficient transportation and utility infrastructure and urban service provision. This criterion does not support inclusion of smaller pockets of land that are currently rural and are separated from the developed urban areas, or are generally surrounded by Green Zone.

Lands having topography that is conducive to urban development. This includes lands that do not have significant geographic or environmental constraints and can be effectively served by roads, transit, water, sanitary sewer and storm drainage or other urban services. (Topography includes consideration of slope, watercourses, soils, aquifers or other factors).

2.2 Rural Area Guidelines

The intent in establishing a Rural area is to protect rural landscapes, protect areas with environmental attributes (aquifers etc.) and to help contain the urban footprint.

The following guidelines directed land allocations for the RGS Rural area:

Lands not designated as Green Zone in municipal Regional Context Statements (RCS).

Lands that are designated in municipal plans for rural residential, resource or open space uses.

Lands that do not reinforce a geographically contiguous urban footprint of existing and planned urban development areas. This includes smaller pockets of land that currently have a rural character and are separated from the developed urban areas, or are generally surrounded, by the Green Zone.

Lands that are outside of the Greater Vancouver Sewer and Drainage District designated Sewerage Area.

Lands that have topographic characteristics that are not conducive to urban development and infrastructure (steep slopes, environmentally sensitive areas, or aquifers, etc.).

2.3 Municipal-Specific Guidelines

The allocation of Urban and Rural lands also took into consideration specific land designations and policies established in municipal Official Community Plans.

Anmore and Belcarra

Rural

All lands outside of the RCS Green Zone are allocated as RGS Rural. These lands have an established rural character, are non-contiguous with established Urban areas, and are outside of the GVS&DD Fraser Sewerage Area.

Coquitlam

Rural
RGS Rural includes lands along north and eastern areas of Northeast Coquitlam that are outside of the RCS Green Zone and outside of the planned urban development areas.

These lands include municipal land use allocations for:

Rural Resource and Residential;
Suburban Residential (1upa);
Environmentally Sensitive Areas outside of the Green Zone.

Urban
RGS Urban includes all other lands outside of the RCS Green Zone (including Northeast Coquitlam development reserve).

Delta

Rural
RGS Rural includes a small area along the Fraser River, west of Ladner, that is outside of the GVS&DD sewerage area.

Urban
All other lands located outside of the RCS Green Zone are allocated RGS Urban.

Langley Township

Rural
RGS Rural lands include the following areas that are outside of the RCS Green Zone:

Salmon River Uplands
o Environmental sensitivity (aquifer)
o Includes substantial component of ALR lands outside of the Green Zone.
o Non-contiguous with planned urban area – surrounded by Green Zone/ALR.

Area east of Murrayville on south side of the Fraser Highway – outside of the GVS&DD Fraser Sewerage Area.

High Point – isolated area of rural estates surrounded by ALR. Urban Urban includes all OCP- designated Urban Growth Areas outside of the RCS Green Zone.

Maple Ridge
Urban
The Urban area in Maple Ridge is generally consistent with the Urban Boundary established in the Maple Ridge OCP. An exception is the inclusion of the “Estate Suburban Residential” designation south of Silver Valley as RGS Urban. This area is located within the GVS&DD Fraser Sewerage Area and provides a contiguous urban land base linking Silver Valley and the primary urban area of Maple Ridge.

Rural
All remaining lands located outside of the RCS Green Zone were allocated Rural, and are generally consistent with Maple Ridge OCP land designations for Rural/Suburban Residential and Rural Resource uses.

North Vancouver District

Rural
RGS Rural includes two areas that are outside of the RCS Green Zone: OCP- designated Rural Residential and Public Recreation along coast of Indian Arm. The northern tip of the Lynn Valley area, designated as Open Space in the Lynn Valley Plan.

Urban
RGS Urban includes all other areas outside of the RCS Green Zone. Pitt Meadows

Rural
RGS Rural includes all other lands that are outside of the RCS Green Zone. The RGS Rural lands are consistent with OCP land designations for Resource Management and Rural Residential.

Urban
RGS Urban lands are consistent with the Pitt Meadows OCP Urban Containment
Boundary.

Surrey

Rural
RGS Rural allocation includes areas in southeast Surrey that are outside of the RCS Green Zone, designated OCP Agriculture and are outside of the ALR. Surrey should consider whether these areas are more appropriate as RGS Rural or RGS Agricultural. The RGS Rural also includes a very small and isolated pocket of OCP designated Urban land within the Hazelmere Golf Course. This site is surrounded by the ALR.

Urban
RGS Urban includes all other properties located outside of the RGS Green Zone. This includes lands designated OCP Suburban and OCP Rural that are within the GVS&DD Fraser Sewerage area and contiguous with OCP Urban areas. It may be appropriate for the OCP Rural area to be included as RGS Rural.
